HAWKS LITTLE LEAGUE BASEBALL & SOFTBALL

PROGRAM CONSTITUTION

Aligned with La Pine Sports Academy (LPSA) Governance

 

ARTICLE I – NAME AND STATUS

The name of this program shall be Hawks Little League Baseball & Softball (“Hawks Little League”). Hawks Little League operates as a program-level baseball and softball organization under the authority and governance of La Pine Sports Academy (LPSA), a nonprofit organization based in Oregon.

 

Hawks Little League is not an independently incorporated entity and does not operate as a standalone organization. All authority exercised by Hawks Little League is delegated authority from La Pine Sports Academy.

 

ARTICLE II – GOVERNING AUTHORITY

Hawks Little League is governed by:

• This Program Constitution

• All applicable La Pine Sports Academy bylaws, policies, and procedures

• Little League International rules and regulations

 

In the event of any conflict between this document and LPSA governing documents, the bylaws and policies of La Pine Sports Academy shall control.

 

The general public does not vote on Hawks Little League governance matters. Appointment, oversight, and approval of program leadership and governance decisions rest solely with the La Pine Sports Academy Board of Directors.

 

 

ARTICLE III – PURPOSE AND MISSION

The purpose of Hawks Little League is to provide a safe, inclusive, and developmentally appropriate baseball and softball program for youth athletes within the La Pine community and surrounding areas.

 

The program emphasizes:

• Player development over competitive outcomes

• Sportsmanship, teamwork, accountability, and respect

• Age-appropriate instruction and fair competition

• Positive representation of the Hawks program and community

 

Hawks Little League serves as a foundational feeder program supporting long-term athlete development within the broader LPSA athletics pathway.

 

ARTICLE IV – PROGRAM OVERSIGHT AND LEADERSHIP

Hawks Little League shall operate under the oversight of La Pine Sports Academy.

 

Program-level leadership positions may include a Program President, Vice President, Player Agent, Safety Officer, Equipment Coordinator, and other roles as approved by LPSA. These positions are operational in nature and do not constitute an independent governing board.

 

All appointments, removals, and role definitions are subject to LPSA approval.

 

No program-level officer or committee shall operate as an independent authority or act outside the scope of delegated authority.

Board Selection and Terms

 

Hawks Little League program leadership shall be appointed annually by the La Pine Sports Academy Board of Directors. Appointments or reappointments shall occur at a regular meeting designated by LPSA, typically prior to the start of each playing season.

 

Program leadership positions serve one-year terms unless otherwise determined by the LPSA Board of Directors and may be reappointed without limitation.

 

The general public does not elect Hawks Little League program leadership. All governance authority, oversight, and appointment power rests solely with the La Pine Sports Academy Board of Directors in accordance with LPSA bylaws.

 

 

ARTICLE V – BOARD AND COMMITTEE STRUCTURE

Any reference to a Board of Directors within Hawks Little League shall be understood to mean the La Pine Sports Academy Board of Directors.

 

Program committees may be formed for operational purposes (such as scheduling, events, or equipment coordination) but may not exercise governance authority.

 

Committees may not act as the full Board and may not make decisions related to discipline, finance, policy, or governance without LPSA involvement.

 

ARTICLE VI – ELECTIONS AND APPOINTMENTS

There shall be no public elections for Hawks Little League leadership.

 

All program leadership appointments are made by, or subject to approval of, the La Pine Sports Academy Board of Directors in accordance with LPSA bylaws.

 

ARTICLE VII – FINANCIAL CONTROLS

All funds raised or received on behalf of Hawks Little League are assets of La Pine Sports Academy.

 

• All funds must be deposited into LPSA-controlled accounts

• No team, coach, volunteer, or program may operate independent financial accounts

• All expenditures must follow LPSA financial policies and approval processes

• Financial activity shall comply with LPSA Conflict of Interest policies

 

ARTICLE VIII – DISCIPLINE AND SAFETY

Routine discipline matters may be addressed at the program level when appropriate.

 

All serious, repeated, safety-related, or HR-type issues shall be escalated to La Pine Sports Academy and handled in accordance with LPSA Judicial and Ethics Committee policies.

 

Hawks Little League shall cooperate fully with any investigation or disciplinary process initiated by LPSA.

 

ARTICLE IX – COMPLIANCE WITH LITTLE LEAGUE INTERNATIONAL

Hawks Little League shall operate in compliance with all rules, regulations, and operating standards of Little League International.

 

Where Little League International rules conflict with LPSA governance policies, the conflict shall be reviewed and resolved by LPSA leadership.

 

ARTICLE X – AMENDMENTS

This Program Constitution may be amended only with approval of the La Pine Sports Academy Board of Directors.

 

 

 

ARTICLE XI – DISSOLUTION

In the event Hawks Little League ceases operations, all remaining assets shall revert to La Pine Sports Academy.

 

CERTIFICATION

This Program Constitution is adopted and enforced under the authority of La Pine Sports Academy.
